Ok I'm sorry in advance to ask.. I'm sure it is explained on the website somewhere but can someone please clarify for me after the stage 1 approval the application goes to the visa office (ours being Ottawa).. I know the wait is 13 months as the website says, but what I need to know is what exactly happens now.. What is the visa office doing exactly?.

For your application, most likely nothing. Most of the waiting time is due to your application sitting in a big pile of other applications, waiting for a VO to start processing it.

The times posted on CIC site are not "average" times. They are more reflective of times for applications with lots of red flags, have missing info, or need additional details. If your case is straightforward and simple and you did the application well, you can hope to see a processing time quicker than the 13 months listed on website.
 
My understanding is that the sponsorship is done in Canada and once approved your file is transferred to the VO of the home country of the spouse abroad. There the visa process starts. Documents get reviewed and verified etc. The relationships involved get reviewed.

Once they start processing your file at the Visa Office, they do the following:

- Application file, forms and fee check, if something is incorrect or missing they inform you
- Background and secuirty checks
- Medical results check, if someting is wrong with your medicals they may ask additional check-ups or paperwork
- If they are satisfied with your relationship they issue your COPR
- If they are not satisfied then they call the sponsored person for an interview

Thx for the feedback... We are sending the FBI clearance tomorrow morning courier so that they get it by Monday morning :)
