It has no link with eligbility review.
Biometrics are triggered after medicals passed, which itself is usually triggered after application completeness checks is done. So if anything, it strongly means you passed R10 completeness check, meaning that the case agent deems your application complete, with no missing document. And because most rejections happen at that stage, chances of rejection have dropped a lot, but you're far from cleared yet. The other big hurdle is eligibility, which have nothing to do with biometrics. Many applications are rejected at that stage if there are problems with some criteria.
Biometrics seem to be triggered when they're looking to start criminality checks, and are used throughout the process.
