1. You can apply, but the chances of getting a TRV (Visitor visa) are pretty low with a spouse in Canada. CIC will take the position that your intention is to remain permanently rather than visit.
2. Present processing time is 62 days for assessment in Mississauga and 16 months for 80% of the applications processed in New Delhi.
