Advise regarding admission requirements

I would like to continue my studies in Canada, I have graduated from faculty of commerce (Major: accounting), but I have 7 years of experience in environmental affairs. I am still confused about my eligibility to enroll in environment or accounting program and also if both are eligible, which one should I go for.

So, I hope if anyone can help me with the following points:

1-) Which university/college has the most affordable environmental program?
2-) Which university/college has the most affordable accounting program?
3-) Is IELTS general test accepted or it should be academic?
