I am a Canadian citizen and intend to sponsor my husband to immigrate into Canada from Hong Kong via an inland application some time next year.
There is a problem, however, which is my husband had quite a lot of goods/belongings to bring to Canada.
My question -- is it OK to import these goods after submitting my inland application and while waiting the application being processed (without incurring tax duty), as it could take 1 to 2 years or more for my husband to obtain a formal approval to a PR status.
Or, do we need to wait until formal approval of PR status? This is of course not preferable it would incur a large amount of storage costs in Hong Kong and we can consume the goods until a few years later.

He will not get benefit of importing his goods tax/duty exempt, until his app is approved and he officially lands as a PR. Anything he imports before then is subject to full taxes/duties.
If you're a returning Canadian citizen, whatever you can put into your own name you can import tax/duty free at the time you return.
