I have completed my B.E in mechanical engineering in 2016 and i have a history of 16 backlogs(all cleard) .
my Ielts bands is 6.5 bands overall(writing 5.5,Reading 7 ,listening 6 , speaking 7.5) .
I have work experience of 1 and half years(still going on) as marketing manager.
I want to apply for graduate certificate for international marketing/business course of 1 year.(or should i apply for another program)
Which colleges/universities i should apply and what are the chances of admission and visa acceptance?
Any suggestions.

As long as i know for t he canadian college and universities , your IELTS is a bit low as you scored 5.5 in writing and minimum IELTS band is 6 and 6.5 overall.
i think you should reappear in IELTS and backlogs are accepted.
