I landed in canada in Sep 2012. I am planning to move to canada now. My car was hit by sandy storm in usa so i had to purchase a different vehicle. Additionally, i have purchased some other items which are not listed in the goods to follow.

Do i need to pay tax for the vehicle and other items. do i need to declare them at the border. what happens if i dont declare them. will they check the items in my vehicle.

They will be taxed since they were purchased by you as a permanent resident on you 'travels' ; if outside the allowance limit specified on the form.

I read somewhere if the vehicle is purchased outside canada more than 1 year back, there will be no tax or less tax while importing. However, i am not sure about this.

Also, when i did the landing for the 1st time, they did not bother to go to my vehicle and check my items. so i am wondering, will they check my items when i move to canada. I need to decide what are the things i need to dispose or take with me. I dont want to pay taxes for all the items. As things are costlier in canada compared to usa. It is difficult to decide what to keep or not.

is there anyone who had similar experience or have any other advise.

No one can tell you for certain if they will check or not. It's up to the individual border official. So you might get through without being taxed and paying duty or you might have to pay. It's impossible to say.

I dont want to hide things with the canadian immigration officers which will get me into bigger problem for such a petty thing. I am little confused how i should proceed.

I guess, i have to place the things in the box and label them. I dont even have the receipts for these things and some of the stuff is a year old. I need to know, how they will calculate tax. Atleast i would like to know, how tax amount will be calculated, i can decided which to keep or not.
 
After looking up your old posts, it appears to me that you returned to US shortly after your landing in 2012 and did not establish settlement in Canada. Therefore, you have a high chance that you don't have to pay any taxes/duties on the items you acquired in the US (including the car) when you return to Canada with the intention to settle for a period of at least a year. I stayed in Canada for 2 days for landing purpose in Sep 2013. I will be moving to Canada permanently now.

I had the goods to follow list and goods accompanying list stamped during landing. Do i have to make a new list when i move to Canada permanently.
