My Friend applied for permanent resident visa as a federal skilled worker. After submitting his initial application to CIO NS, he got married and his wife has a bachelor degree. Will he get 4 points for adaptability?
Am asking this because your points are calculated as on your Lock-in-date....?
 
It usually depends on how far the application is into being processed. If your friend has just send his application, he can submit his wife's documents too and claim those 4 points. In other words, if his application has not been processed yet, he can send her documents and claim those 4 points.

CIO, NS does not calculate points or have concern about points. What they do is "verfiy NOC and Duties" and "completion of forms".

There is no harm and OP can make amendment at the time of submitting full docs to local visa office, while explaining the situation.
