I would like to know what is the usual dead line to meet in order to submit additional document when they are requested by CIC during application process.
my case is as follow:
I have submitted my application on september 10 and we put a letter of explanation that we could not get proof of no criminal record from the USA within the 600 days and we showed proof of the request sent to FBI and confirmation of reception from DHL.
Unfortunately I just received today a letter from FBI saying that my fingerprints were rejected and I have to resubmit. this is going to be another 16 week delay. My fear is that will I have enough time to submit a request receive another response before CIC gets to the background check phase of processing my file.
are you currently in the us and a us citizen? if so, CIC now accepts channeler reports for the FBI checks. I know they accept this for spousal sponsorship applications. I am not sure if they accept it for all applications. There is a list on the CIC website of approved channelers. I believe the requester has to be a us citizen and must have a us address to send the report to. if you have friends/family in the states, it can be sent to them and they can forward it to you to send to CIC. channeler reports can be received in 48 hours to 1 week. If you are eligible to go through a channeler, it is certainly worth checking out if they accept it for your stream.

I am not a us citizen neither a resident, I lived there for six months for an internship then left but according to CIC they require criminal record for all country where we reside for minimum of 6 months.

send a case specific inquiry to your visa office, and show them proof of your attempt to get your record (including proof your fingerprints were rejected) and request an extension. there is typically no issue with this.
I have added a friend mailing adress and he will send me a scan copy since I am applying electronically via express entry the electronic copy shoudl suffice for now.
