How does she declare this in the application? Does she simply select 'partner will not come with you to Canada'? Slightly confused about the best way forward. She is planning on declaring common law partner and then choosing option of partner not coming with you to Canada. Only if that is allowed.. Yes she is looking into CEC

You have to declare if you have a common-law partner. If your partner does not want to immigrate, you can have them as non-accompanying in the application.
