Adding non-accompanying family members

Hi just wanted to double check, forms 5669 and 5406 require each family member of the applicant over 18 to fill out their own forms, however, it seems the instructions' definition of family member only includes spouse and dependents, not parents, sisters, etc. So does this mean we only add my wife? (we have no kids).

Correct. Only "family members" as defined by CIC in that guide. So, Only spouse, kids, kids of kids etc..
