I have recieved a job offer form from my employer with whom i have already been working for the past 15 months. I havent claimed points for this in my CEC application as of yet. Can i use it to claim additional points? Do i need an LMIA backed job offer even though i have already worked for this employer for so long? Is the BC PNP job offer form suitable for use as evidence?

What type of permit are you on? To claim points for CEC, you need a LMIA. As for BC PNP, your employer has to meet eligibility requirements. They need to support your application. Read through requirements if you are eligible too.
As provided in the link - You may be exempt from needing an LMIA for Express Entry if your current temporary job is LMIA-exempt, states a specific employer or employers. So you are not on a working holiday visa but a young professional visa then. If your employer has supported many employees through PNP then go that route.
