Activating PR inland

I received by CoPR on 8th of October. I am currently residing in Montreal. My CoPR says my Destination city is Toronto.

Q1. Do I have to re-enter the country via Toronto?
Q2. If yes, How and where do I go? I don't have a car and I don't drive either.

I will be going to India for a month, my return is back to Montreal, Quebec. Can I activate my PR then?

If you go to India and return *before your COPR expires* you can land then. Don't leave the country and come back before then, since you may inadvertently land and then require a PR card that you may not receive before you go to India.

I plan to live in Quebec, yes, my job is here. My PR was via EE, not CSQ.

You can't land in QC if you went through EE. And since you say you plan to continue living in QC, you have potentially committed misrepresentation

Yes. Part of your EE application would have entailed providing plans on how you plan to leave Quebec.
