Activating my IEC visa without remaining in Canada

Hi,

I have been granted a two year IEC visa. I must activate it by March this year before the activation date expires!! I still have not decided if I will move to Canada to live / work so my question is: In presuming I can activate it at the border upon entry and have a return flight booked to exit the country a few days later, do I still need to provide health insurance for two years and proof of funds even dough I will not be remaining in the country no longer than a few days??

Yes, you do. As there is nothing stopping you from cancelling your plane ticket and remaining/working for the next 2 years.
