Activate working visa in airport without landing (living in the city)

no unless you leave Canada and land back at the airport to pass through immigration.

Easiest way may be trip to US land border and enter back into Canada, process called flagpoling where you dont actually enter the US but get a US admin refusal before returning to Canada immigration to process paperwork.
