I am planning on submitting my citizenship application around mid April (hopefully before cutoff date). My nearest processing center is Sydney. I hope it happens sooner, but I am expecting to receive the AOR some time in July or August 2015.
My question is: if the AOR date falls after the cutoff date for new residency rules (4 out of 6 years), will my application be subject to the new rules? Or do they only consider the date I signed and submitted my application?

What matters is when they RECEIVE your COMLETE application. It does not matter when you send it. If they receive your application before the bill goes into force you're safe if not then the new rule will apply. I said COMLETE because if they receive your package before the bill is into force then they had to return it because of missing documents then the new rule will apply.

Don't worry about the cut off date so much... it seems that the mystery with that date will continue for a long time in the future... if there is any cut off date.

I understand that. But the date they 'receive' the application and the date they 'acknowledge the receiving' (AOR letter) can be up to 3 months apart. My question is: from precedent, which of those dates has mattered in the past when it came to new rules coming into effect?
