Am outside Canada and have been offered a job in Canada but the job description on the contract is not suitable to me but I don’t have any choice because I really want to work overseas. My question Is must I work for the company that will issue the work permit ? And if I don’t what will be the consiquence ? Because the work permit is a close work permit. Or can I complain to the company about the job content after I have resume for them to change the job content ?

You cannot change your job and work for a different company once you get a closed work permit. The new company will have to redo the whole LMIA if you want to change your job. You can always negotiate the terms of your contract but do note some employers don't like the fact that you've only started working for them and you want better benefits now instead of asking after you've been with them for a while.

No open work permit are for certain circumstances like having a current ongoing spousal PR application or recent international graduate students. You do not meet the requirements for a open work permit.
