Visa validity is not the same as how long she is allowed to stay in Canada. That will be determined when she is interviewed by an officer at the airport.
Anyway, it is a bad idea to book a one-way ticket if she is on an ordinary TRV. The airline might not even allow her to board if she does not have a return ticket.

Maybe, maybe not, only because three months is a long time. Although they may be more lenient for parents staying that long. The fact you mentioned a 3 week stay in your application will not be an issue

What if CBSA officer at airport ask my mom for stay duration, can my mom say that she is going to stay for three months??... And if 3 months is the not right answer what should she can say?

In all probability, she won't be asked to show her return tickets. And, most likely she will be allowed to stay for 6 months without too many questions.
Travel plans do change and she can mention this if she is asked at the POE
