I want to make this point clear that family means our own family or friend which I read in cic.gc.ca, "You have a strong connection to Manitoba through having family who live in the province, and you meet the following five factors". My brother wants to apply in MPNP but we are confused about it.
Please help me.

FYI, MPNP refused my application as a skilled worker.
They thought I have stronger ties to BC than to Manitoba even though I have a full time job and have paid tax for a year here in Manitoba.
I am going to apply under CEC this December.
I went to school in BC for two years and I have my brother living in Vancouver, BC. The reason of refusal
