Yes, from visa-exempt country, your wife can obtain open work permit at the port of entry. I do not think your children (minor) would need study permit but your wife can also check with the officer at the border

Your children can enter as visitors and study without a study permit. Ensure that your spouse has a copy of your work permit and requests Visitor Records for the children that match the validity of your work permit.
