I received today an information letter in my IRCC secure account asking me to mail the copy of this letter and PR Card photos to the local IRCC office, which makes me quite confused since I believed everyone who got CoPR will have to wait for an email for PR Portal login info...
Will every inland application get an invitation email for PR portal login after CoPR in IRCC secure account?
And, what am I supposed to do now? Mail the copy of letter and PR photos directly to local immigration office, or continue waiting for another PR portal login email?

IRCC issues COPR either through the PR portal or directly to your GC account.In your case your COPR was issued directly to your GC account.You have to mail the letter and send your photos to the address provided to receive your PR card.
