Hi I lived in Peru so I need police credentials from there. However in Peru there are THREE documents: Police records, Judicial records and Criminal records. I think is the only country which has 3 certificates!!!
So I got two of them, but the third is giving me some problems and delay to get in. My ITA will expire soon, so may I upload the documents which I have until now, and upload a letter explaining the delay of my third document attaching vouchers or proof that Im in the proccess? Could valid or could be a rejection of my application?

You just attach two documents plus proof for third document application or receipt to show that you have applied and in LOE mention whatever delay or reason you have.
If you do not get this certificate in time for submission, you can decline the ITA and wait for the next one (provided you meet the score requirement for the next invite). By then, you would have received the certificate and you will have 90 days to submit your application (after new invite).
