About family in Federal stage

Hello dears,
I am an international graduate preparing the PEQ application now.
I have a husband and 2 kids in Singapore.
Because of family reason, they don't want to apply for the PR with me.
I have 2 questions:
1.Do I need to include them into my application? Or I can apply just for my self.
2.And if my application proceed to federal stage, have they need take security check, medical examination, and so on?

1. You need to include them in the application even if they aren't coming.
2. Yes - they will need to go through the security / background check and pass the medical.

In an application which includes dependants, all applicants must be admissible or the application will be refused entirely.
