Yes, you have to declare your and spouse's earnings. The CCTB is based on the earnings of the last financial year.

Mitali is right go through the link download the forms and fill them properly. You need to enter previous 2 years your family income. Take some info from some one or from nearby neighbourhood office before sending to CRA.
