I will received my BIL on 22 July 2021 and when i book an appointment for biometric the dates are available after 15 September 2021 and my BIL valid till 30 days after issue date and also my course start on 7 September 2021 so what can i do in this case?
Can i book emergency biometric appointment
If yes what is the procedure??

You don't qualify for an emergency appointment as your situation is not an emergency. The letter you have now will be accepted in September, even if it expired. Just make sure you send a webform to IRCC to let them know that you cannot make the 30 day deadline.
You can keep checking the appointment slots for your VFS office in the hopes that there will be a cancellation and an earlier slot opens for you.
Alternatively, you can consider traveling to other regions in your country or even outside your country if you can get earlier dates.
Chances are you won't get a decision before Fall session starts, so you might want to consider deferring if possible.
If you are from India you don't need to worry about expiry dates mentioned in BIL as of now. VACs in india will accept expired letters until further notice. So no need to raise a webform.
