I have received my COPR and im planning to buy a house in Montreal as soon as i land. Will i be able to do so before i receive my PR card?

Sure. You don't need PR card for buying a house in Canada.

So from a legal point of view and until my PR is issued, my COPR will act as an ID upon signing a contract to purchase an apartment at the notary?

You don't need to be a PR to buy a home, even foreigners can buy homes in Canada.
However if you need a mortgage, then in this case the lender may demand to see proof you are a PR. Whether they accept COPR as proof over a valid PR card, can only be confirmed by talking to the lender.

You can use your passport as ID at the notary. Personally I prefer lawyer than notary when it comes to home purchasing.
