My study permit was refused because I failed to provide a medical test result, GIC and the fee payment receipt from my college. As soon as it got refused, I started gathering documents for reapplying. I was planning on submitting my application on Monday, however, I received an email today stating that my case has been reopened and that details about medical exam will be sent soon.
What about the other documents though? Can I just email them to delhi immigration email ID?
I will advise you to wait, don't email them just yet. If they had wanted some additional documents upon the reopening, the email would have stated it. Give them some time

I didn't say you shouldn't reapply but I quoted you saying they sent you an email of reopening and further details about medicals.. now what my previous message meant was for you to at least postpone your reapplication from on Monday and try to enquiry for more details by either sending them a CSE or visiting the nearest VFS office to clarify things..

Wait for 2-3 days and see what happens. Dont reapply yet but continue to gather documents. If they ask you for them, then just submit whatever you gathered.

Well in my opinion, this will definitely delay your application. You should have waited for the results of your first application. You will need to withdraw your second application to get back your passport if you want to go for medical testing.
