I have my CSQ, I live in Quebec, but unfortunately I don't have a job yet (still searching)

I want to apply for the permanent residency. My questions are:
1- Should I apply now despite the quota of 6500 is reached or should I wait till April 2015?
2- Is it better to get a job first then send my application?
3- Has the unemployment status an influence over the PR decision?

As far as I remember this quota applies for new CSQ applicants only while you have already got yours...

Generally doesn't matter

Generally it has not

Could you please clarify your question? Are you a temporary worker or a student? How come you are already living in Quebec with a CSQ and still want to apply for a PR?
