Hi,
I'm planning to sponsor my Japanese wife. Does any one know if all her family members need to supply 9 photos even they have no intention to apply for PR ? If so, she has mother (father passed away) and one brother who is married, does all family mean mother and brother or also brother's wife, too ?

Under "Country specification, Japan, Photos", said "Supply 9 recent photos for each member of your family and yourself (accompanying or non-accompanying)" .
 
No, this is just for the principal applicant and if she has any children. Since it sounds like there are no children, just your wife speeds to supply the photos.

Also, note, that for the purpose of this application, family members is only referring to spouse and children, not parents, siblings, uncles, etc....

Even then, wife wife still needs to submit "Additional Family Information" (IMM5406), right ?

Yes, she does! That form she needs to include you as her spouse, her parents, and any siblings. She will have to sign the line stating there are no children (biological, step, adopted, etc.). This is the ONLY form that family is referring to extended family and not only spouse and children.

I know, it's confusing! Lol
 
I was confused at this at first too. But tink23 is right.

To add, I would recommend writing the names of each family member on your relationship photos (i.e. weddings, outings, etc.) so that the VO knows who's who. I forgot to do this and I regret it
