I have worked for a company with fluctuating hours but this work has been continuous. However, my average is below 15 hours a week. Am I still eligible for the Federal Skilled worker entry if I can accumulate the 1560 hours over a longer period than 24 months?
 
Yes - you are still eligible provided you have at least a year of work experience. To calculate how much work experience you have, you will need to add up all of the part-time hours you have worked and then divide by 30. The resulting number will tell you how many weeks of experience you have.
