Help please, a friend of mine. Ray was sponsored by his C.C wife…Inland application, He received PR status in July 2016, in Jan. 2019 his wife/sponsor passed away. He met a lady from Russia. She obtained a TRV and came to Canada last Aug. for 6 months, now wanting extension as they will marry in March 2020 and he wants to sponsor her for PR after marriage. I see no exception to bar for death of a sponsor. I guess an H and C application, otherwise July 2021.

Correct. No exceptions. I would recomend waiting until July 2021. H&C applications are taking 2-3 years to process. It will likely be faster if they wait and apply in 2021 for spousal sponsorship. Plus she can obtain an open work permit a few months after the application is submitted.
