I have my sister in India who is 2 points short of 67. I am here in Canada on a work permit and might get my permanent residency in Jan 2016.
In FSW if your relative is in Canada you can get 5 points under adaptability section, But I have heard that the relative should be permanent resident from at-least one year.
I am not sure about this, could you please suggest if I become permanent resident my sister could get 5 points or not ??
Relatives in Canada
You, or, if it applies, your spouse or common-law partner, have a relative, either a
parent,
grandparent,
child,
grandchild,
child of a parent (sibling),
child of a grandparent (aunt or uncle), or
grandchild of a parent (niece or nephew), who is
living in Canada
18 years or older and
a Canadian citizen or permanent resident.
These are the lines from CIC website.....it is not mentioned that person should be permanent resident from one year or nothing like this has been mentioned ......
Has your sister applied or yet to apply?
Because FSW is over and in express entry you do not get any points for relatives in Canada. It might get your profile eligible but does not affect CRS.

the instructions don't say anywhere that you need to be a PR for minimum one year. I had read the whole FSW manual a long time ago and it ONLY said you need to be a PR and be able to prove you are a PR (which will be COPR in your case).

Unfortunately, I don't think that will work. Because I also qualified only because my sister is a Canadian citizen (I got exactly 67 points with that!!). However, they asked me to provide things like her utility bill (I think dated within 30 days of the application or something) to prove she was currently residing in Canada as well.
I got an ITA
I was not eligible for FSW or FST
i was eligible for CEC and have a PNP
My ITA says I am invited under PNP
In my profile I answered yes for the question regarding Canadian relatives because 2 of my siblings are PR holder
So in my Post ITA Application I also answered yes so now it's asking for supporting documents
I didn't claim any points for relatives but it is still asking for documents
What should I do ?
