I am writing on behalf of my sister in law for advice.
She renewed her PR card in Toronto last year September 2019 while on holiday there as it was already expired.
She does not live in Canada as she works in Dubai. She has not met the residency obligation but applied for compassionate reasons to have her PR card renewed (sickly mother in Dubai). This is her 3rd PR card renewal and still to date there has been no movement on her application. How long does PR card renewals take if you applied for compassionate reasons as well and residency requirement has never been met? Also....will they actually renew it for a 3rd time?

PR cards can be renewed indefinitely as long as the residency requirement is met (or H&C can be demonstrated).

Since she has requested consideration under H&C, it's reasonable to expect that her renewal application has gone to secondary review and that processing will take much longer than normal. It's hard to say how long.

Unfortunately there's not much she can do but wait and hope for a favourable outcome. If her previous PR card renewals were also on an H&C basis, it's probably likely that IRCC is looking at her application much more closely this time around.

Thank you. She has never met the residency requirement due to working in Dubai. Guess she will just have to wait until they decide to renew her PRC.Not sure why she added H&C to her application this time.... (it is not true). Perhaps she was scared to lose PRC and decided to add H&C.
