3 Rejected Applications! Transcripts instead of diplomas - Help

Please help, my PR application has been rejected three times already.

Myself and my spouse each has a bachelors degree and two masters degrees from various countries, for Education (diplomas/degrees) would it be ok to attach the following:

1. Transcripts ONLY and not certificates since we do not have the certificates?
2. One of my transcripts - certified by WES - states the following: "Student Copy - Not valid for transfers" would that be an issue?
3. A copy of our WES certification for each of us covering all degrees

Does anyone recommend attaching any additional supporting documentation? could I possibly be rejected for this?!

If you do not include your certificates your application will be cancelled for being incomplete.
