2023 PGWP Public Policy-open work permit

Profile Details:
1. The Initial/Original PGWP issued on: 2021-06-03 and expired on: 2022-10-31 (did not get the full validity due to having less passport validity)

2. The extended PGWP is expiring on 2024-06-03 (after 3yrs standard).

Question:
Would I be able to apply for an extension under the 2023 PGWP PP-open work permit based on the 1st scenario? I also have an email from IRCC that says I may be eligible for the extension under this special measure on 2022-08-18.

Fact:
As there will be no more extension in 2024, should I give it a try for an extension?

Extensions are no longer available. It does not make sense to apply for an extension.
