I submitted my PR parents sponsorship application in December 2023 and provided Notices of Assessment (NOA) for 2020, 2021, and 2022. As of now, my application is still in process. However, my 2023 income no longer meets the requirement. Will this affect my application?

It may or it may not. Technically you have to maintain the income requirements until the application is approved. So if IRCC decides to verify income, it will be an issue. But it's also possible they won't check.
