Happy to report that on April 24th, 2025 we finally received the Portal1 email; sure would be interesting to know how a security check on one individual takes over a year to complete. That's a complete a headshaker. I did reach out to the new minister in charge of the IRCC, but perhaps just coincidence that our file was finally accepted perhaps 10 days later.
The issue appears to be a common one that others posting on here have experienced. That being a security check that took one year plus to complete on one individual. I'd sure like to know who was in charge of doing this and why on earth it can take so long in this day and age.
Having said that, I've been using my local MP office for period checks as well on our file. They were finally able to reach out to the external partners processing our application for a status update which may have helped things along.
Original application date by mail was August. 5th, 2022 for inland spousal sponsorship and PR for spouse and then 17 yr. old son.

Hello, is anyone else experiencing this issue after submitting their PR application as a protected person?
I filled out e-Forms IMM5406, 5562, and 5669, which require entering names in both English and the native language. However, after submitting the application, all submitted forms are downloaded in a zip file and with PDF format. Upon checking, the names in the native language appear as 'block characters' in the PDF. Should I be concerned about this? any suggestions ?

A lot of the time is actually waiting for the work to start because there is such a large volume of people needing backgrounds checks. Other issue is there can be delays hearing back from other agencies/partners. Also some countries do not cooperate with Canada which can make background checks much more difficult leading to longer processing time and these files may be moved to a designated group to examine versus a more routine application that any employee can review. Certainly not an ideal system and the system is overwhelmed. After some huge oversights IRCC is also likely trying to be thorough so no other big issues are missed
