I am looking to sponsor my in laws in 2018 (my wife will be co-signor).
We are having a baby in the middle of 2017.
My understanding is that the LICO is applicable on the date the application would be submitted. I.e..As its February we would be required to show for a family size of 4 for 2015, 2016, 2017 (based on how the income was requested for last years draw).
What happens once the baby is born? I assume we would have to meet the requirements for a family of 5 for the 2018 tax year and then family of 4 in the other years? EDIT: I mean should we be picked in the draw in February, 2018. I know if we got picked out in 2019 instead we would have to meet the family of 5 requirements for 2016, 2017 & 2018.
I've read a few conflicting statements for this and was wondering whether anyone had specifically had any experience with dealing with this issue with CIC.
If it's your wife's parents, then only SHE must enter the lottery and she will be the sponsor, YOU are the co-signer.
If you win a lottery spot, you can't use it to sponsor in-laws.

Correct, if at time of submitting app the baby is not born yet, then they are not included in family size. If they are born after app is submitted, they are only counted in family size for that tax year going forward.
IRCC often does a second income check closer to app completion time, to ensure you've kept up meeting LICO. So baby born in 2018 they will include the baby for tax years 2018 and on.
Keep in mind timing is not known for 2018, in terms of exactly when apps will be submitted. So the child may or may not be born, by the time IRCC gets around to accepting apps. To be safe, hopefully you meet LICO including the new baby, going back 3 years.
Also keep in mind they may go back as far as 2014 for income checks, again this depends on timing and when they consider is suitable time to get 2017 tax returns completed.
