2014 Applicants who have lived (work / study) in USA

Hello,
There are 2014 applicants who reported that they received an RQ and that the RQ trigger might have been the fact that they lived (work / study) in USA prior or during Canada PR time.
Is this really an RQ trigger?
If you lived in USA and you are a 2014 applicant (after CIC scaled down issuing RQs), please share you experience
