Yes if you don't apply for work permit in between and continue study after completion of 1 course

Another point.....

If some one complete these 2 certificates from two different colleges or universities. Still it will be considered as 2 year study and eligible for 3 years PSWP.
18 months study is counted as 4 semesters right?

PSWP is depend on Duration of study (years) or credit of the course u will earn after completion( 42 credit )

No. That's completely wrong. If your second education is not a progression of your first then it will considered as one year only.

eg. You go for 1 year course that is certificate. Then you choose to do 1 yr Post graduate diploma, the only it will be counted as 2 years.
Otherwise it will be considered as 1 year only.

After completed 1 year program you may get 1 year work permit
After completed 2 years program you may get 3 years work permit
After completed 1+1=2 years program you may get 2 years or 3 years work permit (some students got 2 years or 3 years)

You can do 1+1= 2 years program, and it is called combined program, for this issue you can check this link-

http://www.cic.gc.ca/english/resources/manuals/bulletins/2010/ob194A.asp

According to this link-

If you complete 1 year graduate degree, diploma or certificate from a participating institution in Canada, and do another graduate degree, diploma or certificate from a participating institution in Canada within next 2 years, you may qualify for a three-year work permit.

******Opinions are totally personal******
