Can you send a copy of drivers license (which obviously has photo on it) and the second piece of ID copy of PR card or passport?
or the second piece must be something different from your passport and PR card as we have to submit those anyway?

So I can summit two copies of my passport? because they already want a copy of biographical page of my passport?

I have copy/paste your required information below:
5. Two (2) pieces of personal identification
Both pieces of identification should show your name and date of birth, one of which must have your photo on it.
Examples include:
a Canadian driver's licence
a Canadian health insurance card
a copy of the biographical page of your passport/travel document, etc.
If there is information on both sides of your personal identification documents, provide a photocopy of both sides
If I may also suggest. Also include your health card from your province. Generally driver's license along with health card is what they ask for as they already have asked to submit your biography of your passport.
