Quick history:
- I landed with my family in June 2010 and we moved and lived permanently in Ottawa since June 2013. Both my husband and myself started to work in Canada 1-2 months after we arrived and we never went out of Canada since then.
- Our PRs expiry date is June 2013. We submitted our files for renewal 5 months prior to PR expiration date (in March 2013). We met all eligibility criteria for renewal upon submission including the number of days required within 5 years starting the landing date.
- One month after submitting our PRs renewal files, we received a message from (Permanent-Resident-Card@cic.gc.ca) that "that a preliminary review of your application has been completed. Your file has now been referred for a secondary review.".
- It's been 13 months now and we never heard back from them again or received any kind of notification. We called them many times and we got the same answer "you have to wait".
It's been almost a year since our PR "expired" and we have no idea what's wrong or what to do. We're not sure if we need to consult a lawyer at this point (I believe we should not do that as there was absolutely nothing wrong or missing in our files); however, am afraid if we do nothing we might also be in trouble of "negligence per say!.
Any advice please? we are very anxious
 
The IRCC is not listening to you and just throwing up lame excuses like you have to wait. At this time you should definitely consult a lawyer. PR card renewal doesn't take more than 5 months. If it does there's a issue which must be sorted out. Good luck.
