if i go for 2 different graduate certificates each of 1 year from same or different colleges. would that lead to 3 years post graduate work permit?

No !

It should be One year Degree + One year Diploma/Certificate = 3 years of PGWP

I had completed my masters in computer science and opt for 1yr graduate certificate course.what r chances of visa rejection or should i hide my masters degree.Then wat i wil show for 2 yrs gap,as i dont hv any work experience.

Its very hard to say anything ! There are peoples who got this way as well. But again its not a "generalization" which apply in every case. It depends more on individual profile.
