0213 code

Hi,
I work as a 'Sr. Applications developer and Programmer analyst' with officer title as 'Vice President' (for 2 1/2 years). Can anyone tell me if I am still eligible to apply for FSW1 under 0213 code. My past experiences have 2171, 2173 and 2174 NOC codes with over 9 yrs exp in IT.
I still do managerial responsibilities on-and-off within the team, but my experience letter do not show as 'Manager'.

Should the designition be 'Manager' or is it still okay with the title I currently hold.
