    PR Card application still at submitted 6 weeks later. Does processing time start when the application is submitted or when they begin working on it?

    I submitted my application for my first PR card in June 7th, and up till now the application's status is still set to "submitted" - i don't have an application number and I tried contacting the IRCC to no avail. What puzzles me is the processing time is set to 28 days. Does the processing time...
