We should mention that the most reliable method seems to be Family name plus UCI, and all values must be entered exactly as in the eCOPR, that is, IN UPPER CASE and even if they don't make sense (e.g. city of birth is the surrounding region, something like that).
For the country of birth, the value in the CoB field.
Plus trying after a couple of days and not immediately can spare you some frustration: the eCOPR data seems to become available the next day if not later for some folks.
I received my eCOPR on March 25, but I haven't been able to link my PR Card application after trying several combinations. I reached out to IRCC on Monday to inquire about my PR Card application number. They informed me that they couldn't provide it at that time and asked me to call back today. When I called today, I was told that my application number has not been generated yet and that the usual processing time has passed. The agent mentioned they would escalate the issue to the VO, but did not provide a specific resolution timeline.

I am facing the same issue and IRCC rep told me that they dont know how VO will respond to this flag and there is no specific timeline. My plan is to call IRCC again on Monday to ask about my request.
My comments based on community-collected stats are always deleted but maybe someone would have a chance to see it before I'm called a con man and a charlatan again.
A good estimation at the moment is 75-80 days since your P2 date. For over 80% of reported cases over the last 2-3 weeks, this has been a very good metric (it certainly predicts the week well, maybe not the exact day but still). These stats works well at the moment regardless of how many times you call and ask for the agent to leave a note.
Take this information or leave it, and I'm sure it will be deleted very soon because making decisions based on data and not guesses is not a popular thing to do around this and similar communities.
nope you will require PRTD to Re enter unless you enter Canada through land border which means through US, then you can enter without PRTD but make sure you are travelling in a personal vehicle and not an Uber.
Agent flagged my application to VO but they mentioned that there is no surety of even responding to the flag they submitted today.
