I’m wondering if anyone has applied for or obtained a Nepal tourist visa using a refugee travel document issued by the Government of Canada. Is the application process the same as it would be with a regular Canadian passport, or are there any differences? I am located in Vancouver, BC, and I’m not sure if there is a Nepal embassy here. I might need to apply online.

No, They never reply any inquiry related to RTD, means they not allowed. Thailand issue tourist visa with rtd , Maldives on arrival, india still suspended , rest of countries don't know.
I am not 100% sure, but I helped one of my cousins apply, and he sent his passport to Ottawa in the mail alongside a signed check and an additional prepaid mailing envelope with his address on the back. Overall, it took some time and money to get the visa but he got it in the end.
Please note that you need to send the duly filled form, original travel document, sponsorship letter, copy of sponsor's Nepali citizenship certificate, bank draft payable to Embassy of Nepal, Ottawa, and a prepaid express envelope to the Embassy.
We need sponsorship letter form nepali citizen..this is what they ask for RTD holder...and you will get your visa with in 1 to 4 business days... that's what they have mentioned
I just checked their website, and it says obtaining an E-visa or ETA might be possible on refugee travel documents. I hovered across the application, and there is an option for refugee travel documents. Putting Stateless (refugee )as a nationality, soan E-visa might be a viable and cheaper option. Yes you have to put stateless refugee following article 1 ...and go ahead with this option... but as i mentioned first you need sponsorship letter from any nepali citizen
