i am a canadian diagnosed with colon cancer. i am in the philippines and will travel back to canada for medical treatment.
i would like to bring my live-in partner, of five years, to be my caretaker, since my children can not due to family / business reasons. however, she was refused a visa last october. our financial situation has improved, but my health has gotten worse. i can not defer medical treatment and i need her badly since nobody can take care of myself.
how do we appeal her visa rejection.

Apply again. You've missed the deadline to file for judicial review.
She needs to address reasons for refusal and reapply. Cannot appeal decision and will take too long. Why haven’t you started sponsorship process?

Submit a new TRV application and try to provide stronger evidence of ties to the home country and also financials.
Also submit a PR sponsorship application in case the TRV is refused.

Have you lived in the Philippines and what province are you returning to? Reapplying for healthcare and wait periods also a huge factor. At this point doesn’t sound like you qualify for provincial healthcare and will need to reapply. You may not qualify for healthcare for up to 3 months in many provinces. What about cost or care and living expenses?
