just out of curiosity, How did you get the court to send a settlement offer? on what grounds? did you request it in the appeal? or the opponent approached first?

If you don't mind me asking, it might be a bit personal.

The settlement offer was initiated by the Department of Justice after my judicial review application was filed. I did not request it directly; they approached first.
