future applicants will cry more due to less quota and less staff like if it is taking 25 months for 2022 and 2023 applicants so later on it will be 35 to 48 months as quota is dropped 20k from 40k

Yes, your dependent will have the same status/ progress in the application (if they live in Canada). They'll not receive separately, but you can see the progress in the GCMS notes.
Yes, both of you can apply for RTD. My daughter and I applied for RTD and received already.
